Consider the difference between equal opportunity and equitable opportunity.

Equal opportunity says that the door is unlocked you just have to make the effort to turn the handle and walk through it.

Equitable opportunity means making it possible for a person in a wheelchair to first be able to reach and turn the handle and then not force them to walk to be able to get through the door.
